The composition of Claim 1 having a 5% secant modulus up to 35,000 psi. 3. The composition of Claim 1 in which the flame retardant system comprises an organic phosphoric acid salt type intumescent halogen-free flame retardant. 4. The composition of Claim 1 in which the piperazine component is selected from the group consisting of piperazine pyrophosphate, piperazine orthophosphate, piperazine polyphosphate, a polytriazinyl compound comprising a piperazine group, and an oligomer or polymer 1,3,5-triazine derivative comprising a piperazine group. 5. The composition of Claim 1 in which the flame retardant system comprises FP2100J, Budit 3167, or a combination thereof.
